Lead Pools Phase 4 — bulk action toolbar variants

Four placement options for the Members tab bulk-action toolbar. Same five actions in each (Release / Force ACTIVE / Force TERMINAL / Mark DNC / Remove). Bulk-selection model is page-only (max 50). Per-row ⋮ menu omitted from these mocks for clarity but ships in all four variants.

Pinned toolbar — always visible above table, buttons gray when 0 selected

Always-discoverable affordance. Cost: visual weight even when nothing selected. Buttons disabled-look until ≥1 row checked.

Slides in on select — toolbar replaces nothing; appears between filters and table when ≥1 selected

Zero visual cost when nothing selected. Discoverability lower (admin must check a row to learn there are bulk actions). Mitigates by keeping per-row ⋮ as primary single-row path.

Floating bottom bar — fixed to viewport (Notion / Linear / Apple Mail style)

No layout shift. Always reachable regardless of scroll. Cost: dark pill obscures bottom rows on smaller viewports; mobile-first feel that may not match admin density.

Action bar lives inside the table chrome itself. Most compact. Cost: column headers hidden during selection (hard to re-sort while picking rows); affordance discovery similar to B.
